The Secondary Education Committee (SEC) is a Company Limited by Guarantee (CLG) with a charitable purpose, funded by the Department of Education and Skills, to allocate grant aid to facilitate and allow parents from Reformed Christian faith traditions to send their children to a Protestant second level school within the State.
The SEC was established in 1968 through an agreement with the Department of Education and Skills when the free capitation education scheme was introduced in Ireland. The SEC scheme is governed by the SEC and also through a Memorandum of Agreement with the Department of Education and Skills. In 2017 the total amount of grant aid distributed to applicants was (circa) €6.5 million. Grants are allocated through a means-tested process in accordance with strict criteria. Grants in aid are paid to the relevant school to off-set school fees rather than directly to the applicant. The allocation of all grant funding is subject to the oversight of the SEC and is audited annually by Deloitte, with further annual reporting to the Department of Education and Skills with whom on-going contact is maintained.
The Secondary Education Committee comprises representatives of the four religious patrons of second level schools under a ‘Protestant’ management, namely the Church of Ireland, the Methodist Church in Ireland, the Presbyterian Church in Ireland, and the Society of Friends (Quaker).
The SEC office is based in Dundrum, Dublin.
The SEC office team comprises four members of staff currently. Part-time staff join the office on a seasonal basis to assist with periods of heavy work volumes.
The SEC wishes to employ a Manager.
The Manager will be employed in a permanent capacity and will, in the first instance, report to the Secretary of the SEC and thereafter to the SEC.
The role of Grants Manager is a responsible position where accuracy in financial matters and the ability to maintain high levels of confidentiality regarding the operational business of the SEC is of vital importance.
The role has three main strands of work:
- The management of the annual grant applications including the processing of grant applications and the conducting of means testing of approximately 2,500 applicants annually.
- Sourcing and recruiting seasonal office staff.
- The provision of advice and guidance to grant applicants. This may include speaking to prospective applicant parents at information events in schools around the country
- Reporting to the SEC company Secretary: responsibility for the running of the SEC office including the payment of routine costs, management of equipment, maintaining proper administrative order and the preparing the annual statement of administrative accounts.
- Responsibility for the banking arrangements of the SEC and the transfer of significant SEC/State funds to individual schools on a thrice annual basis.
- The provision of advice and on-going liaison with the bursars of the various second level schools and other relevant school related charities in relation to grant applications.
- Assist the SEC secretary on a range of financial and other educational matters as required.
- Reporting: to the company secretary of the SEC in the first instance and thereafter to the SEC on all aspects of the operations of the SEC, the SEC manager will service the SEC to ensure that the SEC is fully briefed to ensure that their decision making is fully informed. This reporting will include regular reports on such matters as: the levels of funding available, the amounts of funding paid out, the number of grant applications and the number of successful applicants along with relevant advice to the SEC.
- Following up on decisions made by the SEC.
- The preparation of annual reports on the grant processing for the Committee and the Department of Education and Skills.
- The preparation of the annual accounts – in consultation with the company auditors – and liaising with the company auditors in relation to the annual audit and also to ensure that the SEC returns to the CRA and CRO are up to date and in order and any other associated legal and financial matters.
- The keeping of proper accounts, records and other forms of management information relating to the scheme in accordance with Data Protection requirements.
Other duties relevant to the role may also arise.
The successful candidate will:
- Have appropriate competency in either accountancy and/or financial administration.
- Be able to demonstrate proficiency in managing applied financial affairs including the preparation of accounts and ability to understand the various particulars of conducting a means test.
- Understand the culture of regulatory compliance and reporting in respect of the administration of public funds.
- Competency in the use of IT and IT systems relevant to accountancy/financial management and financial aid applications.
- Evidence of ability to manage an office.
- Have good communication skills to include the ability to present reports and information in a clear and accurate way.
- Be of exceptional character and be experienced in dealing with sensitive, confidential personal data, information and situations.
- Be familiar with the Protestant second level education sector and have an understanding and empathy with the ethos of that sector.
- Be familiar with the other charities which serve minority religious communities
- Have a full driving licence or access to transport.
The position will be based in Dundrum, Dublin or any other location that might be determined by the SEC.
The role is a full time role based on a 40 hour per week. However, the scheduling of hours is subject to operational flexibility and will be agreed with the successful candidate.
Remuneration will be at a competitive rate to be determined with the successful applicant.
