Head of Finance and System Governance
Leading the strategic development of the higher education and research system, the Higher Education Authority (HEA) is an organisation at the heart of the national objectives concerned with Ireland’s social, cultural and economic development. The HEA is accountable for funding in excess of €1bn into the higher education (HE) system, and it is now seeking to appoint a Head of Finance and System Governance.
Reporting to the CEO, the Head of Finance and System Governance will account for the €1bn. You will be expected to support the organisation in its management of finances, developing a culture of sound financial prudence, building a new and robust accounting system to support the management of these funds and ultimately preparing the financial statements for audit by the Comptroller and Auditor General.
You will also be tasked with oversight of the system governance framework. You will act in an oversight capacity to the institutions, manage the HEA’s system role under the Protected Disclosures Act 2014 and advise the HEA/Department of Education and Skills on policy pertaining to HE governance.
In addition to leading the Finance and System Governance team you will be expected to play a full and comprehensive part in the senior management team of the HEA. You will be given the freedom to contribute across the organisation and sector positioning yourself as an expert in the fields of finance and oversight in higher education.
Ideally you will have previous experience working to or with the C&AG, as well as handling a substantial budget in a previous role. You will need to demonstrate experience of developing compliance or governance frameworks in a previous role and also the ability to communicate with and develop relationships with senior stakeholders.
