Director of Finance & Personnel, Waterways Ireland
Waterways Ireland is a cross-border body accountable to the North South Ministerial Council under the 1998 British-Irish Agreement. The Body is headquartered in Enniskillen and has regional offices in Dublin, Carrick-on-Shannon and Scarriff. Its 300 staff are deployed across the management, maintenance, development and promotion of over 1,000 kilometres of inland navigable waterways. The waterways estate comprises Grand Canal; Royal Canal; Barrow, Shannon, Shannon-Erne, Erne, and Lower Bann. It has assets valued at €1 billion (£900m). It is presently developing a 10-year Long Term Strategy to position Waterways Ireland for its future journey. Waterways Ireland is the 2020 Green Public Sector Organisation of the Year (Green Awards 2020).
The Director of Finance and Personnel in Waterways Ireland reports directly to the Chief Executive and is a key member of the organisation's Senior Management Team. The Director is responsible for leadership and management of the Finance, Human Resources, Information Technology, and Corporate Services functions across two jurisdictions – Ireland and Northern Ireland. As a cross-border organisation there is the added complexity of operating in dual currencies; separate jurisdictional policies and civil service / public sector organisations and governance oversight by the Department for Infrastructure in Belfast and the Department for Housing, Local Government and Heritage in Dublin.
The post holder is responsible for provision and management of financial systems and preparation of accounts. The post holder is the lead senior staff member for corporate governance matters across the organisation. The post holder also leads the management and delivery of personnel and industrial relations matters, the provision of information technology and procurement. The Director will be responsible for accounting for an annual budget circa €30 million.
Applicants must be able to demonstrate:
- A primary degree or equivalent qualification.
- Full Chartered Membership of an Accountancy Body which is part of the CCAB (Committee of Charter Accountancy Bodies)
- A minimum of 5 years’ experience leading a financial and management accounting function in a complex environment.
- A minimum of 2 years relevant senior management experience in human resources, information technology and corporate services. .
- A full current driving licence and/or access to a form of transport which will permit the candidate to meet the requirements of the post.
