NMBI is recruiting for an Interim CEO.

The Interim CEO, will lead the NMBI through a critical phase in the development of the organisation. This requires the implementation of a significant change agenda requiring transformational change and complex stakeholder negotiations. The next 2 years will see NMBI transform into a digitally enabled organisation. The Board are seeking an Interim CEO who can deliver significant technical change and lead out on the cultural change agenda.

The Nursing and Midwifery Board of Ireland (NMBI) is the regulatory body for the professions of nursing and midwifery in Ireland. The NMBI performs its functions in the public interest under the Nurses Act 1985 and the Nurses and Midwives Act, 2011.

The statutory obligation of the NMBI is to protect the integrity of the practice of the professions of nursing and midwifery, and also to protect the public. This requires setting standards and providing guidance for currently 70,000 registered nurses and midwives in Ireland.

The NMBI works collaboratively with the Department of Health, employers, managers, unions, educators, other regulatory bodies and our registrants to promote the highest standards of education, training, and professional conduct.

Key Deliverables & Duties

Strategic Planning & Implementation

  • Reporting to the President and the Board, the CEO will hold responsibility for the continued delivery of the NMBI 2017- 2019 Strategic Plan and will lead the development of the organisation’s next 3 year strategy and delivery of into 2021. 
  • Underpinning the statement of strategy will be the requirement to develop new organisational capabilities, a long-term workforce plan and a sustainable financial profile.
  • Engaging all stakeholders in identifying, negotiating and approving current and future Strategic Plans and delivering on same.  This can include large scale public consultation.

Delivering Transformational Change

  • Operationalising a new digital platform Registrant System, supported by new processes and ways of working. Drive the implementation and delivery of a fit for purpose service delivery model, ensuring improvement in the service user experience. Developing and implementing appropriate and sustainable service level agreements (SLAs). 
  • Leading staff through significant organisational change and investing in the development of organisational requirements. Critical to this will be creating an environment for people to work in a completely new way to deliver on the organisation’s legislative remit. 
  • Continuing the implementation of the NMBI reform programme, including the development and implementation of the professional competence scheme or schemes for nurses and midwives.

Complex Stakeholder Engagement and Negotiation

  • Pro-active and effective leadership of engagement and negotiation with a diverse and complex range of stakeholders including Board, Committees, Department of Health, Registrants, Unions, Regulatory and Education providers, to ensure the vision, mission and key strategic objectives are achieved and on-going issues relating to regulation are addressed.
  • Negotiations and regular engagement with the Department of Health on resource allocations.
  • Considerable engagement with stakeholders in relation to reporting on the effective delivery of statutory duties as a regulatory and state body.
  • Leadership of internal negotiations to support process, structural and cultural changes to ensure delivery of transformation change projects.

  Operations Management

  • Leading the successful implementation of Annual Business, Financial and Corporate Plans.
  • Considerable support to Corporate Services requirements, IT, Finance, HR.
  • As Registrar overseeing the maintenance of the Register of Nurses and Midwives in accordance with the requirements of the legislation. Overseeing compliance with all statutory duties in respect of inquiries as held by the Fitness to Practice Committee.
  • Ensuring that appropriate systems, procedures and practices are in place for evaluating the effectiveness of the NMBI’s operations.
  • The effective administration of the NMBI through the operation of appropriately resourced organisational structures.
  • Leading and managing the senior management team and staff to successfully deliver on the strategy, vision, and mission of the NMBI.
  • Overseeing the successful embedding and operation of the performance management and development system for staff.

Governance and Board Support

  • Ensuring that the President and Board has timely and accurate information to fulfil its statutory obligations and functions, and are informed of all relevant issues that might affect the NMBI. Advising the Board of legal/statutory/procedural issues pertaining to the NMBI’s statutory responsibilities.
  • Ensuring that the Board, all committees and sub committees are serviced in line with standing orders and associated timelines.
  • Ensuring that appropriate risk identification, measurement and mitigation strategies are in place.
  • Ensure compliance with Code of Practise for Governance of State Bodies.

National and International Representation

  • Representation of the NMBI at Oireachtas Committees, PAC, Judicial Reviews  etc.
  • Proactive engagement with Ministers, advisors and department officials.
  • Engaging with the media on behalf of the NMBI as appropriate to the role
  • Representation at national and international regulatory, nursing, health and other    related events.

The duties and responsibilities outlined are not an exhaustive list and the post holder will be required to take on other tasks and duties as required for the proper and effective performance of his/her duties.

The Person Specification

The successful candidate will demonstrate the following:

  • Proven success as a leader of complex organisational change in the public sector, civil service, or regulatory environment and managing stakeholders through that process. Broad management responsibility as head of an organisation, head of function or project leadership (in-house or as a consultant). Prior experience in some/all of the following is an advantage: 
    • National or International Professional Regulator 
    • Health Sector
  • A proven track record of successful negotiation and engagement with complex stakeholders in a positive and proactive way. Prior experience negotiating with some/all of the following is an advantage:
    • Government department - especially in the area of change programmes and resource allocation.
    • Public Sector Union
  • Knowledge and familiarity with policy and legislation - drafting, interpreting, operationalising etc.
  • Proven track record of developing strong and effective management teams and forming strong networks with stakeholders both nationally and internationally. 
  • Prior experience working with or reporting to Boards. A detailed understanding of good governance practice and experience of operating in such an environment is an advantage.
  • Experience of managing multi-million operational budgets, achieving demanding targets and objectives and contributing to corporate goals.
  • An ability to operate effectively and credibly in a senior role and to gain respect of both the nursing and midwifery community and other key stakeholders.
  • Excellent verbal and written communication skills with a proven ability to communicate effectively to diverse audiences nationally and internationally.
  • A degree level qualification in regulation, business administration or a health-related field (at least a Level 9, National Framework of Qualifications) or equivalent is an advantage.
