Reporting to the Chief Operations Officer, Concern Worldwide are seeking to appoint a new Finance Director.

Liaises with:

The Board, Senior Management Team (SMT) and virtually all sections of the organization.

  • Administrative staff             

Job Background:

Concern Worldwide is one of Ireland’s largest NGOs with a turnover of €200m. From a Head Office based in Ireland, it operates in 28 programme countries, and has subsidiaries or affiliates in the UK, South Korea and the USA.   The organisation generates its income from a complex mixture of grants, contracts and donations and utilizes those funds in some of the most difficult environments in the world.

Job Purpose:

The Finance Director will lead and manage Concern Worldwide’s global finance function.  We are looking for an experienced professional to oversee all financial aspects of our work and to drive the organisation’s financial strategy and planning.  The Finance Director will be responsible for assessing the financial performance of the organisation as well as developing financial systems and controls to deal with a complex operational environment.

Key Responsibilities:

  • Advise on the likely financial consequences of all significant actions and provide the key inputs to financial strategy and planning.
  • Ensure that core financial information, is prepared and presented in line with agreed timetables for SMT and the Board and advice the same on major financial issues which arise.
  • Ensure that key financial policies and procedures are developed and implemented across the organisation to: protect the assets and financial interests of the organisation; ensure accountability to the organisation’s funders; to promote compliance with donor requirements; and to meet legal and requirements.
  • Ensure the appropriateness of the key assumptions included in the charity's financial plans and annual budget proposals. Develop systems for the preparation of same and provide advice to all management on these matters.
  • Manage the HO finance team (approximately 20 in head office)
  • Be responsible for the accounting and grant/contract/donor management systems across the organisation.
  • Plan and manage the charity's tax affairs, under existing and proposed legislation. Evaluate the tax impact of contemplated courses of action, minimise the tax burden and deal with tax authorities.
  • Prepare the statutory annual accounts and have overall responsibility for the management of the annual audit.
  • Manage the treasury and investment activity of Concern - the latter in consultation with investment advisers, COO and the relevant Board sub-committee.
  • Maintain contact with bankers, investment managers, and auditors.
  • Keep abreast of financial developments across the charity sector by liaising with senior finance staff in other charities.

Skills and Experience Required:

Essential:

  • Education and/or experience equivalent to a bachelor’s degree from a recognised university with a major in finance, accounting, or a related field;
  • A recognised professional qualification in accountancy;
  • Five years of increasingly responsible experience in a senior management financial role ;
  • Extensive experience of managing professional staff;
  • This is a key leadership role and candidates should be able to demonstrate significant ability in Concern Worldwide’s core competencies including leadership; communicating and working with others; delivering results; planning and decision making; managing yourself; creativity and innovation; influence, advocacy and networking and change management.

Desirable:

  • Experience of finance and accounting in the voluntary sector.
  • International experience in a developing country
