The Regulatory Intelligence Unit (RIU)

From March 2017 the RIU will be responsible for all Information Technology (IT), data integrity and data management matters within the Authority.  This includes the day-to-day maintenance of all IT systems, ongoing systems development, data validation and analysis, and longer term IT and data strategy. 

The RIU will also deal with all external queries relating to the Pensions Data Register (PDR) system.  PDR is the data register system that the Authority uses for recording and managing all pension scheme data.  PDR processes of more than 250,000 data submissions per annum which are submitted by regulated entities through an online portal.

While the RIU is responsible for managing our IT and data, all units have input to and responsibility for these matters, and there is ongoing interaction and cooperation on these matters.

The Role of Head of Regulatory Intelligence

The successful applicant for Head of Regulatory Intelligence will be a strategic and innovative leader, with a proven track record in the management of IT and/or data systems at a senior level.  

The Head of RIU will oversee the use of information technology, data and telecommunications across the Authority and ensure that all systems necessary to support its operations and objectives are in place.

The Head of RIU will be a member of the senior management team and report directly to the Pensions Regulator (CEO).  The Head of RIU will work closely with the senior management team to enable, support and deliver the other strategies of the Authority.

Infrastructure, systems and external support

Along with PDR, the Authority’s primary data centre hosts the Authority’s main IT infrastructure on 2 Hyper-V hosts, a SAN, and 19 virtual machines, including domain controllers, file and print server, Exchange 2010 server, various SQL servers for intranet content management, finance applications, email and web-filtering servers and remote desktop servers.  A secondary Government data centre houses two Hyper-V hosts, a SAN, four virtual machines, firewalls, switches, and a physical server to manage backups. 

Responsibilities of the post

The Head of RIU will:

  • have overall responsibility for the development of a strategic vision for the Authority’s future IT and data management needs that aligns with the goals and objectives of the wider Authority business strategy
  • ensure that the Authority’s PDR system is fit for purpose and that robust procedures are in place to process all data submissions through the online portal and queries submitted by regulated entities
  • provide effective and accountable leadership for major IT and data management projects that will have a significant impact across the Authority including anticipating and managing strategic and operational risks associated with the reliance upon IT
  • provide support to the Authority’s regulatory function by effectively analysing and interpreting data
  • ensure effective structures and a coherent approach to data governance, security, management, analysis and exploitation, ensuring compliance with all appropriate regulatory and legislative requirements
  • ensure all RIU activity is appropriately budgeted for and managed in compliance with all appropriate regulatory and legislative requirements as well as the Authority’s internal financial and governance obligations
  • ensure effective governance of IT and data projects providing regular reports, updates and appropriate management information to the senior management team and the members of the Authority
  • lead, manage and motivate the RIU team as a whole, including setting clear performance targets and establishing a culture that is both focused on accountability for delivery and customer service
  • represent the Authority as required at national and international level with all relevant external bodies
  • manage all IT relationships with commercial suppliers and contractors
  • undertake any other duties that may be assigned from time to time by the Pensions Regulator.

Knowledge and experience requirements

Applicants will need to demonstrate:

  • significant management experience at a senior level of a similar IT and/or data management role within a public body or large commercial organisation
  • the ability to assimilate and analyse information quickly and accurately
  • the ability to think strategically, identify solutions and make recommendations
  • substantial experience of successfully delivering new organisation wide system changes and of working in partnership with both internal and external users and stakeholders with varied requirements to deliver business improvements
  • proven teamwork and management skills with the ability to direct the efforts of a team of diverse professionals
  • experience of setting high standards of service supported by ongoing monitoring of such service levels and pre-empting customer needs
  • a proven track record of new systems development and delivering significant improvements
  • proven ability to contribute to significant change management programmes at organisation level and ability to deliver on a number of disparate projects simultaneously
  • knowledge of effective procurement, governance and budgetary requirements for major IT projects.

Desirable requirements

Although not essential, it is desirable that applicants have s recognised, relevant third level qualification/professional qualification in a relevant discipline supported by continued professional development.
